Governments foster cooperation between Customs and other agencies regulating cargo movement in all modes: aviation authorities (aligning AEO with Regulated Agent and Known Consignor programmes and recognising consignment-level Customs risk analysis), maritime and port security authorities (alignment with the ISPS Code), land transport authorities, postal operators (advance electronic data; UPU security standards S58 and S59), passenger control agencies, and further border agencies, notably environmental authorities, with aligned procedures and controls (new in 2025).
