A visible keyboard focus indicator has an area at least equal to a 2 CSS pixel thick outline around the unfocused component or sub-component, and those pixels change by a contrast ratio of 3 to 1 or more between unfocused and focused states; exempt where the user agent sets the indicator and the author cannot adjust it, or where the author has left the indicator and its background unmodified. (new in 2.2)
