Accounting for safeguarding (SAB 122, staff guidance) – US SEC Digital Assets and Crypto Regulatory Framework

US SEC Digital Assets and Crypto Regulatory Framework SAB 122: Recognise safeguarding liabilities for others' digital assets under loss contingency rules, not SAB 121

What does SAB 122 require?

Staff Accounting Bulletin No. 122 (effective 30 January 2025) rescinds SAB 121 (Topic 5.FF), which had required platforms to record a liability and asset at fair value for digital assets they safeguard for users; an entity with a safeguarding obligation now decides whether to recognise a liability for risk of loss, and measures it, under ASC 450-20 or IAS 37, applying the rescission fully retrospectively for annual periods beginning after 15 December 2024 (earlier adoption allowed) with clear disclosure of the change; the staff reminds entities to keep disclosing safeguarding risks. SABs are staff views, not Commission rules.
