The CDC keeps in its files, available to SBA at any time, the full application: SBA Form 1244 listing 100% of direct and indirect ownership (spouses and minor children combined; ineligible if any Associate answers yes on criminal history), its credit memorandum (with the TPL analysis for larger projects), cost documents and purchase agreements, the appraisal, environmental and historic property documents, the TPL letter of intent explaining why it will not finance the whole project, Forms 159, refinancing documents, personal financial statements within 90 days and a year of returns for 20%-or-more owners of Applicant, OC and EPC and non-supplemental guarantors, credit reports within 90 days, historical statements for the size standard used, interim statements within 120 days with agings, projections and start-up monthly cash flow where relevant, debt and prior government financing schedules, affiliate statements, IRS Form 4506-C or 8821 and US national documentation. It submits per its processing method (non-delegated, abridged, ALP Express, PCLP): ALP Express is not used for previously declined or withdrawn loans, loans needing an exception, or increases above the ALP Express ceiling, and SLPC eligibility approval is still required for environmental, historic and prurient-activity issues; PCLP CDCs upload the final Terms and Conditions and Form 1244 within 15 business days after debenture funding. Reconsideration of a decline is requested within 6 months with current financials after 120 days.
