The SBA Express Lender makes the credit decision without prior SBA review using prudent, generally accepted procedures consistent with its similarly-sized non-SBA commercial loans, with Section A applying in full. It does not make an Express loan available on reasonable commercial terms without the guaranty and documents the credit elsewhere factors; its analysis shows reasonable assurance of repayment; any business credit scoring model supplements (never replaces) its analysis, does not rely only on consumer scores, is validated statistically as predictive with the validation given to SBA on request (SBLCs annually), and its results are kept in each file; and it reviews franchise, licence, dealer and management agreements for passive business issues. Early defaults are reviewed by SBA under SOP 50 57.
