What does 19 require?

The head of each federal agency (other than the Postal Service, which is covered as a private employer) must set up and keep running a comprehensive, effective safety and health programme consistent with the section 6 standards and, after consulting employee representatives, must give employees safe and healthy workplaces and working conditions, obtain and maintain the safety and personal protective equipment employees need and require its use, keep adequate accident and illness records to support evaluation and corrective action, consult the Secretary on the form and content of those records, and report annually to the Secretary on accidents, injuries and the programme (29 CFR Part 1960 implements this).
