US ITAR and EAR - Export Control and Data Security ITAR 120.15(e): Record the prescribed details for every exemption-based export or transfer

What does ITAR 120.15(e) require?

Anyone exporting, reexporting, transferring or retransferring under an ITAR exemption must keep a record of each event containing, as applicable, a description of the article, technical data or service; the end user's name, address and contact details; the name of the natural person responsible for the transaction; the stated end use; the date; the EEI Internal Transaction Number; and the method of transmission, plus any extra records the specific exemption requires (120.15(e)). For technical data sent by email, file share or collaboration tools, this means the transfer itself must be logged against these fields, not only the underlying licence or exemption.
