Within the same 60 days, the same officials design a framework that AI developers may join voluntarily. It lets a developer ask the government whether a model in development crosses the covered frontier model threshold; open a covered frontier model to the government up to 30 days ahead of its planned release to other trusted partners, under suitable terms covering confidentiality, insider risk, cybersecurity, intellectual property, permitted use and non-disclosure; and work with the government to pick the trusted partners who get early access, so that innovation stays secure and critical infrastructure defences are strengthened.
