A packaging manufacturer, or a person who certifies a packaging as meeting a DOT specification or UN standard, must manufacture and test it to the applicable Part 178 specification: DOT cylinders (Subpart C, 178.35 to 178.75, with the independent inspection and test report requirements), UN standard non-bulk packagings (Subparts L and M, 178.500 to 178.609, with the drop, leakproofness, hydrostatic pressure, stacking and vibration tests, the design qualification and periodic retests and the UN packaging mark), IBCs and large packagings (Subparts N, O, P and Q), cargo tank motor vehicles (Subpart J, DOT 406, 407, 412 and the MC 330 and 331 specifications, with the certificate of compliance, data report and design certification by a Registered Inspector or Design Certifying Engineer), portable tanks (Subpart H, including UN portable tanks) and other specification packagings. The manufacturer must keep test records and the closure notification provided to each person to whom the packaging is transferred (178.2(c)), and may mark the packaging only after the design has passed the required tests.
