CBP must receive from the incoming vessel carrier the electronic equivalent of the cargo declaration 24 hours before the cargo is laden aboard at the foreign port (bulk and authorised break bulk excepted), through the Automated Manifest System or an EDI system that replaces it, which is ACE. Licensed or registered non-vessel operating common carriers that deliver cargo to the vessel carrier may transmit their own cargo declarations. These sit alongside the vessel stow plan and container status message requirements that complete the ISF 10+2.
