The requirements of 35.200 do not apply to archived web content, which (35.104) is content that was created before the entity's compliance date, or reproduces paper documents or other physical media created before that date; is retained exclusively for reference, research or recordkeeping; is not altered or updated after archiving; and is organized and stored in a dedicated area or areas clearly identified as archived. Content that fails any condition falls back under 35.200.
