A customs representative acts directly (in the principal's name) or indirectly (in its own name), is established in the Union unless acting for non-established persons, states that it acts as representative and the type of representation, and can prove its empowerment on request; a person who does not state this, or has no empowerment, is treated as acting in its own name.
