UK AI Regulation Framework G1: Highly capable general-purpose AI: voluntary measures and possible binding requirements

The 2024 response found that highly capable general-purpose AI challenges a context-based framework and set out a case for targeted binding requirements on the small number of developers of such systems, while relying for now on voluntary measures: the Emerging Processes for Frontier AI Safety (responsible capability scaling, model evaluations and red teaming, model reporting and information sharing, security controls including securing model weights, vulnerability reporting, identifiers of AI-generated material, research on risks, preventing misuse, and data input controls), developer safety policies published for the AI Safety Summit, and pre-deployment testing by the AI Safety Institute (renamed AI Security Institute in February 2025). No such binding requirements had been enacted by September 2026.
