What does 16.02(c)(1)-(2) require?

Switchboard operators and carrier officers, staff and agents may intercept, disclose or use a communication in their ordinary work where that is a necessary part of providing service or protecting the carrier's rights or property, but not where it comes from service observing or random monitoring beyond mechanical or quality checks. Carrier staff may also supply information, facilities or technical help to an officer who holds interception authority.
