No person may collect or process personal data without registering with the PDPC as a controller or processor: apply on Form No. 1 with identity or incorporation documents and the scheduled fee (scaled by employees and turnover), obtain a certificate valid for five years, and apply for renewal on Form No. 3 in the three months before expiry, failing which a new registration is required. Giving false information in registration is an offence.
