Controllers not covered by archive rules may process personal data (including sensitive and offence data) for archiving in the public interest only under regulations or an individual decision, which may carry conditions; the Ordinance gives this power to the National Archives (Riksarkivet), which must first let IMY comment on its proposal. Individual decisions can be appealed to the administrative courts (Act 7:4).
