A signatory will not make material changes to its education privacy policies without first giving prominent notice to the users or account holders (the institution or agency, or the parent or student where the information was collected directly with consent) and giving them choices before data is used in a way inconsistent with the terms first provided; nor will it make material changes to other policies or practices on Student PII that are inconsistent with contractual requirements.
