Each member state re-certifies its compliance every year by 1 August, based on its laws as of 1 July, listing any change in its law or administrative authorities that might bear on compliance, signed by the chief executive of its tax agency or a designee. A state that cannot re-certify submits a statement of non-compliance setting out each action or decision that takes it out of compliance and the steps it will take to return. Each state posts its re-certification or statement of non-compliance on its website.
