Telecommunication service sold call by call is sourced to each level of jurisdiction where the call both originates and terminates, or where it originates or terminates and the service address is located; other telecommunication service is sourced to the customer's place of primary use. Mobile telecommunications (other than air-to-ground and prepaid service) follow the place of primary use under the Mobile Telecommunications Sourcing Act; post-paid calling service goes to the signal's origination point as first identified by the seller's system or its provider's information; prepaid calling and prepaid wireless calling services are sourced under Section 310, with the location tied to the mobile number as an added option for prepaid wireless. Private communication service is sourced to each jurisdiction where a separately charged customer channel termination point is located, wholly to one jurisdiction where all points are within it, fifty-fifty for separately charged segments between two points in different jurisdictions, and by share of termination points for segments not billed separately. Internet access and ancillary services go to the place of primary use.
