South Korea PIPA 24: Restrict unique identifiers and resident registration numbers, encrypting them and offering sign-up without them

Articles 24 and 24-2: unique identifiers set by decree (resident registration, passport, driver's licence and alien registration numbers) may be processed only with separate consent or where a law specifically requires or permits it, with encryption and other safeguards, and the Commission periodically checks larger controllers; resident registration numbers may be processed only where a statute or listed rules specifically require or permit it, for urgent vital interests, or in cases the Commission designates, must be encrypted, and websites must offer membership without them.
