An inspection body accredited under South Africa's accreditation legislation of 2006, or an inspection body from abroad, applies to the chief inspector for registration on Form B and is approved subject to any conditions; an unresolved technical or safety dispute between an approved inspection authority and a duty holder may be referred in writing to the chief inspector, who appoints an arbitrator agreed between the parties and the national accreditation body (SANAS) to decide within 90 days, and approval may be withdrawn, with the Act's section 35 appeal available. The approved inspection authority performs the regulation 10 risk assessment to SANS 1461, reports the classification and acceptability of risk with recommendations on whether the existing emergency procedures suit the major risks found, what organisational measures are needed, proposals to cut risk and other relevant matters, furnishes the duty holder with the latest report and attachments after each assessment (available to the chief inspector on request), and sends a monthly Annexure E list of the installations it has assessed.
