Saudi Arabia SDAIA AI Ethics Principles (Version 2.0, 2025) 7.PD: Accountability and Responsibility in Plan and Design: attributable responsibility, a governance structure without gaps, supporting instruments and human-controlled design

What does 7.PD require?

Ethical responsibility and liability for outcomes are attributable to the stakeholders responsible for each action in the lifecycle through a robust governance structure that defines authorisation and responsibility areas for internal and external stakeholders with no areas of uncertainty, and the design respects human rights, fundamental freedoms, national law and the Kingdom's cultural values. Organisations may add further instruments: impact assessments, frameworks for mitigating risk, audit and due diligence arrangements, redress, and disaster recovery plans, and the system is human-controlled, with decisions on its processes and functions monitored, executed and open to intervention by authorised users through set levels of autonomy.
