The facility encourages workers to take part in safety and health decisions and consults them, as needed, on decisions, changes and communications, including identifying and evaluating workplace risks, deciding the measures that eliminate or control them, formulating OSH guidelines, procedures and policies, choosing tools, work equipment and personal protective equipment before purchase and collecting feedback once in use, conducting tests such as PPE trials, changes to the workplace or plant, and publishing OSH news in the newsletter. It forms a work team or joint committee of workers and employer, with worker nominees sitting alongside senior management representatives, to discuss OSH matters, review measures taken and investigate accidents, meeting regularly according to need. It encourages proposals by speaking about participation in meetings, using bulletin boards and email, and paying an incentive bonus for reporting accidents that could cause injury or property damage, and it informs consulted workers of the outcome in good time through appropriate channels. Applies at the intermediate and highest levels (not required at the lowest level).
