Service providers use numbers assigned by the Regulator under the National Numbering Plan, efficiently and in line with the Plan (61(6)); no one has property in numbers, and a provider may change a customer's number only at the customer's request, on a fixed customer's relocation, when the Plan requires, or on reasonable grounds with reasonable advance written notice of the reason and date (oral notice confirmed in writing in emergencies) (62). Providers develop or assist number portability and carrier selection plans when ordered and may be charged the Regulator's costs (63-64).
