Regulation on the European Health Data Space (EHDS) 91: Accept third-country applications only from authorised or reciprocal countries

Article 91: applications and requests from applicants established in a third country are eligible only where the country is an authorised HealthData@EU participant or is covered by a Commission implementing act confirming that EU applicants get access there on terms not more restrictive than the Regulation; the Commission monitors and may repeal such acts.
