Each Party must, where appropriate, cooperate to help small and medium enterprises overcome obstacles in using electronic commerce; identify areas for targeted cooperation that help Parties implement or enhance their electronic commerce legal framework (research, training, capacity building, technical assistance); share information, experiences and best practice; encourage business sectors to develop methods or practices that enhance accountability and consumer confidence; and actively participate in regional and multilateral fora. The Parties must endeavour to cooperate in ways that build on, and do not duplicate, existing international initiatives.
