The creation, modification or cancellation of public and private personal data banks follows the Reglamento, save special provisions in other laws, and in every case publicity is guaranteed about their existence, purpose and the identity and address of their owner and, where applicable, their processor: under Reglamento articles 42 to 45 natural and legal persons of the private sector and public entities that create, modify or cancel a personal data bank register those acts in the National Registry of Personal Data Protection, free of charge, and keep the registration current, so that data subjects can locate the data bank to exercise their rights.
