Except inside a secure key-loading facility meeting Annex B, clear-text keys or components are loaded only through SCDs; they are never entered through the keyboard of an ATM controller or a keyboard connected to an HSM. An application that disables firmware which was evaluated voids the approval, and a modified PED that has not been approved as a KLD is managed under Annex B Requirement 13-9.
