On top of 8.1, the owner or manager sets baselines at asset or network level that follow the clause 7 principles and use the same boundary as the targets; give a reference point against which later performance can be judged relative to the targets; reflect good practice in the industry; carry enough detail to show where the carbon hotspots are; say what was assumed to plug data gaps and how that limits the baseline; spell out what is in and what is out; say when the baseline may be revised; flag uncertainty where gaps remain; and improve over time so that today's good assessments shape tomorrow's baselines.
