Clause 7: Whole life carbon assessment principles – PAS 2080:2023

PAS 2080:2023 7.1.1: Assess greenhouse gas emissions over the whole life at asset, network and system level

What does 7.1.1 require?

Each member draws a study boundary wide enough to take in every source and removal that the decision-making framework in clause 4 names, and wider than the scheme boundary so that effects on the surrounding network and system are counted. It quantifies emissions and removals for everything within its reach through every stage of delivery, pitching the detail at what the decisions of that stage need: while need and options are being weighed, a fit method is used to concentrate on the sources and removals that could change which option is lowest (network and system effects included, even beyond the scheme boundary, using benchmarks or first quantities where necessary); once design, delivery and operation are under way, a fit method covers every relevant attributable source in suitable detail. Emissions and removals from changes in land use, nature-based and resilience measures among them, are quantified and recorded as part of deciding, and offsets bought on the market stay outside the boundary.
