Each member builds and operates governance that does the following: keeps the whole life carbon consequences of its decisions in step with the principles in 4.1 to 4.3; makes carbon management the base of every scheme regardless of size or stage; writes whole life carbon into its business routines and its management routines so it is weighed next to cost, time and risk; names who is responsible for carbon management and for dealing with other members and stakeholders so that opportunities and risks across the system are caught; funds and staffs the carbon management process; runs procedures for quantifying emissions and for finding and delivering cuts; backs low-carbon options; works with the rest of the chain by sharing know-how and data; refines its own routines from what other members feed back; gives senior management a hand in any decision with a material carbon effect; and keeps the records that later monitoring and reporting will need.
