Own Risk and Solvency Assessment (ORSA) - NAIC Model Act GM-3B: Guidance Manual Section 3.B: Prospective solvency assessment

What does GM-3B require?

Tie the capital assessment to business planning with a capital forecasting capability over the planning horizon, consistent with risk appetite, that reflects material internal and external changes under normal and stressed conditions. Show that the insurer has the resources to carry out its multi-year plan within appetite; if quantity or quality of capital falls short of current or projected needs, describe the management actions taken or planned, such as plan changes or new capital. Project economic and regulatory capital to test the ability to meet regulatory requirements, allowing for the risk profile, risk policy, capital quality and changes the plan causes; discuss whether exposures will rise or fall, steps that change them, and existing risks likely to intensify as well as emerging ones. Where done per legal entity, include risks from group membership, the allocation of group capital and constraints on moving capital.
