Sets four protective measures for work inside cofferdams. First, wherever high water could overtop the cofferdam, the employer must provide a means of flooding the work area in a controlled way, so that the enclosure fills deliberately rather than failing suddenly on the workers inside. Second, the employer must develop warning signals that tell employees to evacuate in an emergency, and post them so the crew knows what each signal means. Third, walkways, bridges or ramps on the cofferdam must offer a minimum of two quick exit routes and must carry guardrails built to the Subpart M specifications. Fourth, where the cofferdam sits close to a navigable shipping channel, it must be protected from passing vessels where this is possible. The section does not prescribe inspection intervals, written plans or records; compliance is shown through the physical provisions on site, the posted signals and the employer's emergency arrangements. Other Subpart S provisions and general construction standards continue to apply to the underlying work.
