Supplements the general 1926.21 training duty for fall hazards. The employer must run a training program for every employee who might be exposed to a fall hazard, teaching them to recognise falling hazards and the procedures that reduce them. Each such employee must be given training, as needed, by a competent person in: the fall hazards present where they work; the right way to erect, maintain, take down and inspect the systems in use; how guardrails, PFAS, safety nets, warning lines, safety monitoring, controlled access zones and other protection are used and operated; each employee's role in a safety monitoring system where one is used; the limits on mechanical equipment during low-slope roofing; how to handle and store materials and equipment and put up overhead protection; employees' roles in fall protection plans; and the Subpart M standards themselves. The employer verifies the training with a written certification record naming or identifying each employee trained, giving the training date or dates, and signed by the trainer or the employer. Where training given by another employer or before the section took effect is relied on, the record shows the date the employer judged that prior training adequate. Only the latest certification needs to be kept. Retraining is required whenever the employer has reason to believe a trained employee lacks the understanding and skill required, including when workplace changes or changes in the fall protection systems or equipment make earlier training obsolete, or when an employee's knowledge or use of the equipment shows the training was not retained. A closing note states that the Subpart M appendices are non-mandatory guidelines.
