Applies to all fixed extinguishing systems that use water or foam solution as the extinguishing agent and are installed to meet a particular OSHA standard; automatic sprinkler systems are excluded because they are covered by 1910.159. These systems must also comply with the general requirements of 1910.160, including approval for the hazard, discharge alarms, warning signs, annual inspection, training of employees who inspect or operate them, and a manual discharge station. The employer must ensure that foam and water spray systems are designed to be effective in at least controlling fire in the protected area or on the protected equipment. The employer must also ensure that drainage from water spray systems is directed away from areas where employees are working and that no emergency egress route is permitted through the drainage path. Non-mandatory Appendix A to Subpart L adds selection cautions: some foams do not work on flammable or liquefied gases with boiling points below ambient temperature or on polar solvents, water-based agents should not be used on combustible metals except under proper conditions, some foams are incompatible when mixed, only foams tested for water miscible solvents should be used on them, and drainage should run to a central impounding area.
