OECD Privacy Guidelines (2013) 13: Para 13 Individual Participation Principle

Individuals can obtain confirmation of whether the controller holds data about them and have the data communicated within a reasonable time, at a charge that is not excessive, in a reasonable manner and in a form they can readily understand. A refusal comes with reasons and a way to challenge it, and an individual can challenge data and, if successful, have it erased, rectified, completed or amended.
