The landlord charges nothing for consenting to a transfer or sub-letting beyond its reasonable expenses. It may refuse a transfer or sub-letting of the whole tenancy, but does not unreasonably refuse one that only adds tenants or sub-lets part of the premises; refusal is reasonable where occupants would exceed the permitted number, the proposed person is lawfully listed on a tenancy database, or the premises would be overcrowded. (Not applicable to social housing providers.)
