Recovery capabilities are validated at minimum by asking all individuals who may take part in recovery, especially those doing hands-on work, to review the plans, policies and procedures for their areas and say whether the expectations are realistic and what concerns them (for example lacking tools or training to meet a restoration time), after which the appropriate people decide how to address the concerns.
