Netherlands Works Councils Act (WOR) 25(2): Art. 25(2) Submit the proposed decision in writing, early enough for the advice to influence it

For each decision within art. 25(1), the entrepreneur submits the decision to be taken in writing to the works council, and asks the advice at such a time that it can have a substantial influence on the decision; the council gives no advice before the matter has been on the agenda of a consultation meeting at least once (25(4)).
