The entrepreneur gives the works council the opportunity to advise on every decision he proposes concerning taking up an important credit for the undertaking. The request is made in writing, at a time when the advice can still substantially influence the decision, with an overview of the reasons, the expected consequences for the workforce and the measures proposed in response (25(2) and (3)); the advice follows at least one consultation meeting, the council is informed in writing of the decision and of any reasons for departing from its advice, and implementation of a decision that departs from the advice is suspended for one month (25(5) and (6)); the council may appeal to the Enterprise Chamber of the Amsterdam Court of Appeal (art. 26).
