Top management appoints, from its own management, a management representative for GQA matters who, whatever other duties they hold, has the organisational authority and freedom to resolve quality matters, reports directly to top management, is responsible for ensuring the QMS processes are established, implemented and maintained, acts as the liaison with the GQAR or Acquirer on quality, and is competent in quality management. ISO 9001:2015 dropped the management representative; AQAP-2110 reinstates it for NATO contracts. SRD.1: the GQAR expects one GQA point of contact with defined decision rights, stated competence and kept-current training. SRD.2: AS9100D 5.3 asks for unrestricted access to top management; the two are treated as equivalent, the liaison duty remaining NATO-specific. Base clause: ISO 9001:2015 clause 5.3 (roles and authorities).
