Processing for archiving in the public interest, scientific or historical research or statistics must be subject to appropriate safeguards ensuring technical and organisational measures, in particular data minimisation, which may include pseudonymisation, and where the purposes can be met by processing that does not permit identification they must be met that way. Derogations from the rights in Articles 16, 17, 19 and 22 (research and statistics) or 16, 17 and 19 to 22 (archiving) require a law and apply only to the extent the rights would render impossible or seriously impair the purpose and only to processing for that purpose.
