Montenegro Law on Personal Data Protection (2026) 2008-36: 2008 Law Article 36: video surveillance inside business premises

Video surveillance inside official or business premises is allowed only where needed to protect people, property, confidential data or trade secrets and the aim cannot be met otherwise; it is prohibited outside the workplace itself, in particular in cloakrooms, lifts, sanitary facilities and areas for clients and visitors. Unless a law prescribes it, the decision is taken by the head or competent person after obtaining the opinion of the trade union or staff representative (except for defence, security and classified data bodies), and staff must be informed in writing before surveillance starts.
