Access by individuals to public records and files and to medical files containing personal data follows the laws and regulations governing them. Processing of personal data, and the rights of access and correction, in ministries, public administrations and public institutions outside the legal and regulatory texts specific to them are subject to this Law and to a prior licence of the Council of Ministers on the proposal of the competent minister.
