What does Art.28 require?

To secure computer systems and protect computer data and information, service providers and persons who store computer data and information, alongside the Post and Telecommunications and National Security sectors, should develop activities that give knowledge and lessons on computer system security, so that state organisations, the private sector and educational facilities are aware of the techniques and methods for protecting computer data and information.
