Human Oversight is mandated by the Human-Centric Principle (1st of 10 Principles) per Japan AI Guidelines for Business + reinforced by APPI 2022 Amendment Article 21-2 right to human review + intersects with Hiroshima AI Process Code of Conduct. (4) Human Oversight Mechanisms: (a) Pre-Decision Review - human approval before action; (b) Post-Decision Review - audit + appeal mechanism; (c) Continuous Monitoring - dashboards + alerting; (d) Override Capability - human can reverse AI decision; (e) Pause + Kill Switch - emergency halt; (f) Sampling Review - statistical sampling for HOTL; (g) Threshold-Based Review - high-confidence auto + low-confidence human. (5) High-Risk Decision Requirements: (a) Healthcare diagnosis - physician validation; (b) Financial credit - regulated by FSA + Banking Act; (c) Employment hiring - MHLW guidance + Equal Employment Opportunity Act; (d) Judicial - sentencing + parole + bail; (e) Insurance underwriting; (f) Government benefits + welfare; (g) Critical infrastructure operation; (h) Autonomous vehicles - graduated automation levels SAE J3016. (6) Human Review Process Requirements: (a) qualified reviewer with domain expertise + AI literacy; (b) sufficient information - input + AI output + confidence + explanation; (c) sufficient time for meaningful review; (d) tools - reviewer dashboard + decision support; (e) escalation path; (f) workload management to avoid rubber-stamping; (g) reviewer training + qualification; (h) audit trail of review. (7) Override Capability: (a) reviewer can override AI decision; (b) override reasoning documented; (c) override aggregated for AI model improvement; (d) high-frequency override triggers model review; (e) override authority defined by role + decision severity; (f) automation bias mitigation (training + UI design). (8) Audit Trail Requirements: (a) AI input + context; (b) AI output + confidence + explanation; (c) human reviewer identity + qualifications; (d) review time + duration; (e) decision (accept + reject + modify); (f) override reasoning; (g) outcome tracking; (h) retention per APPI + sector requirements (7 years typical financial). (9) Sector-Specific Human Oversight: (a) Healthcare - physician final responsibility + MHLW Telemedicine Guidelines; (b) Financial - human approval for credit decisions per FSA + Banking Act; (c) Employment - HR human review per Labour Standards Act; (d) Judicial - judge ultimate responsibility; (e) Autonomous Vehicles - SAE levels + Road Traffic Act; (f) Aviation - JCAB requirements.
