ITU Radio Regulations and Space Security Standards RR32: RR Article 32: Operational procedures for distress communications in the GMDSS

What does RR32 require?

Distress communications have absolute priority over all other transmissions (32.1); the distress alert goes through a satellite with absolute priority in general channels, on the exclusive satellite EPIRB frequencies or on the MF, HF and VHF DSC distress frequencies, distress calls use the radiotelephony distress frequencies, and alerts, calls and messages are sent only on the authority of the person responsible for the vessel (32.2 to 32.3); each administration arranges assignment and registration of GMDSS identities, makes registration data available to rescue centres around the clock, and notifies changes (32.5A); GMDSS equipment transmitting position must be connected to a navigation receiver where it has none built in (32.5B); a distress alert without distress is false, and administrations report intentional, uncancelled or unverifiable false alerts as infringements and take steps to avoid false alerts (32.10A, 32.10B); relays, acknowledgements, distress traffic control and silence, and cancellation of inadvertent alerts (32.53B to 32.53E) follow the procedures of Sections II and III.
