Articles 4 + 5 of the ITU Radio Regulations govern frequency assignment + use + and the international Frequency Allocation Table. (1) Article 4 Assignment and Use of Frequencies: (a) Article 4.1 - Member States shall endeavour to limit the number of frequencies + the spectrum used to the minimum essential to provide in a satisfactory manner the necessary services; (b) Article 4.2 - Administrations of Member States shall not assign to a station any frequency in derogation of either the Table of Frequency Allocations in Article 5 or the other provisions of the Radio Regulations; (c) Article 4.3 - exceptional cases (security + safety + experimental) require non-harmful-interference + non-protection condition; (d) Article 4.4 - Administrations shall be bound to observe in the assignment of frequencies the provisions of these Regulations; (e) Article 4.5-4.18 - additional provisions on co-channel sharing + spectrum efficiency + new services. (2) Article 5 Frequency Allocations - International Table of Frequency Allocations: the Table is structured by frequency range (currently 8.3 kHz to 3000 GHz) and divided into 3 ITU Regions: (a) Region 1 - Europe + Africa + Middle East west of the Persian Gulf + the former Soviet Union (excluding parts of Northeast Asia) + Mongolia; (b) Region 2 - the Americas + Greenland + some of the eastern Pacific Islands; (c) Region 3 - Asia (excluding Region 1 territories) + Oceania + Iran. Service Categories - 40+ Radio Services are defined including (a) Fixed Service; (b) Mobile Service (Land Mobile + Maritime Mobile + Aeronautical Mobile); (c) Broadcasting Service; (d) Amateur Service; (e) Radiolocation Service; (f) Radionavigation Service; (g) Standard Frequency and Time Signal Service; (h) Meteorological Aids Service; (i) Space Operation Service; (j) Earth Exploration-Satellite Service (EESS); (k) Inter-Satellite Service (ISS); (l) Space Research Service (SRS); (m) Fixed-Satellite Service (FSS); (n) Mobile-Satellite Service (MSS); (o) Broadcasting-Satellite Service (BSS); (p) Radionavigation-Satellite Service (RNSS); (q) Radiodetermination-Satellite Service (RDSS); (r) Meteorological-Satellite Service. Allocation Categories: (a) Primary Allocation - service has equal rights or priority and is protected from harmful interference; (b) Secondary Allocation (in lowercase letters in the Table) - service may not cause harmful interference to primary services and is not protected from interference caused by primary services + can claim protection only from later-allocated co-Secondary services; (c) Permitted Allocation - equivalent to Primary; (d) Footnotes (per-country deviations from the international Table) including specific country names (e.g. ADD/MOD/SUP/RMW) + cross-references. (3) Article 6 Special Agreements: Member States may make special agreements for additional services + sharing arrangements that depart from the Table provided no harmful interference is caused to services of other Administrations operating in conformity with the RR. (4) Article 7 Application of the Convention: ITU Convention provisions apply to spectrum management. (5) Article 8 Status of Frequency Assignments: assignments must conform to the Frequency Allocation Table to receive international recognition and protection. Conformity of Emissions per Article 4.4 requires (a) frequency in conformity with allocated service; (b) bandwidth within necessary bandwidth limits; (c) emission designation per Appendix 1; (d) frequency tolerance per Appendix 2; (e) spurious emission limits per Appendix 3; (f) out-of-band emission limits per Recommendation ITU-R SM.1541. (6) National Frequency Allocation Tables: Member States maintain National Frequency Allocation Tables aligned with Article 5 + national variations for non-internationally-coordinated bands (broadcasting + fixed + private mobile + amateur + ISM). National regulators include FCC (US) + Ofcom (UK) + ACMA (Australia) + ANATEL (Brazil) + KCC (Korea) + MIC (Japan) + MIIT (China) + TRAI (India) + ARCEP (France) + BNetzA (Germany) + CRTC (Canada). (7) Spectrum Sharing Mechanisms: (a) Geographic Sharing (different regions); (b) Time Sharing; (c) Frequency Sharing (channel separation); (d) Polarization Sharing (V/H or LHCP/RHCP); (e) Code Sharing (CDMA); (f) Dynamic Spectrum Access (DSA + Cognitive Radio); (g) Licensed Shared Access (LSA); (h) TV White Space (TVWS). (8) Emerging Technologies + WRC-27 Agenda: (a) IMT-2030 6G mid-bands (7-15 GHz); (b) NTN Non-Terrestrial Networks (mobile-satellite IMT); (c) HAPS High Altitude Platform Stations; (d) Direct-to-Device satellite (D2D); (e) sub-THz (above 275 GHz); (f) RNSS at L/S/E bands; (g) cubesat + nanosat constellations.
