ITU Radio Regulations frameworks govern Earth Station Licensing + Coordination + and the planned satellite service Plans for guaranteed equitable access. (1) Earth Station Coordination per Article 9.21 and Article 9.21A: (a) Coordination Area around Earth Station based on technical parameters including antenna gain + frequency + elevation angle + assumed potential interferer location; (b) Recommendation ITU-R P.452 + ITU-R P.620 + ITU-R P.526 propagation methods for coordination area calculation; (c) Affected Administrations identified via geographic coordination area + frequency overlap + service overlap; (d) bilateral coordination required before Earth Station can be licensed + brought into use. (2) Earth Station Licensing per Article 18: (a) Member States issue licenses to operate Earth Stations + transmitting + receiving + transmitting + receiving; (b) license includes (i) frequency + bandwidth + emission type; (ii) location (within tolerance); (iii) maximum EIRP + antenna parameters + polarization; (iv) compatibility with national + international regulations; (v) operating conditions + power flux density off-axis limits; (e) types of Earth Stations - Gateway + VSAT Very Small Aperture Terminal + GMES + LMP Land Mobile Personal + ESV Earth Station on Vessel + ESAA Earth Station Aboard Aircraft + Earth Station in Motion + COTM Communication On The Move + UT User Terminal + Telemetry Tracking Command (TT and C). (3) Type Approval of Earth Stations: (a) per ITU-R Recommendation S.524 off-axis EIRP density mask; (b) ETSI EN 301 360 (FSS) + EN 301 428 (VSAT) + EN 301 459 (NGSO) + EN 301 643 (FSS Region 2) standards; (c) FCC Part 25 + Part 97 + national equivalent; (d) FAA / EASA / ICAO airworthiness for ESAA. (4) Earth Stations in Motion (ESIM): (a) WRC-19 approval Resolution 156 (Rev.WRC-23) + Resolution 167 - mobile Earth stations communicating with FSS networks in operation in motion; (b) Aeronautical Earth Stations (A-ESIM); (c) Maritime Earth Stations (M-ESIM); (d) Land Earth Stations (L-ESIM); (e) emerging service supporting in-flight internet + maritime broadband + connected cars + portable satellite. (5) Appendix 30 BSS Plans for Region 1 + Region 3 (11.7-12.5 GHz BSS downlink): (a) Plan assigns frequency channels + orbital positions to administrations for Direct-to-Home satellite broadcasting; (b) updated at successive WRCs (WRC-2000 RV. + WRC-12 RV. + WRC-15 RV. + WRC-23 RV.); (c) Region 2 (Americas) covered by separate Plan with different assignment basis; (d) typical channel bandwidth 27 MHz + circular polarisation + Earth station antenna 60 cm typical. (6) Appendix 30A BSS Feeder Links (14.5-14.8 GHz + 17.3-18.1 GHz uplinks): (a) Plan for Earth-to-space feeder links to BSS satellites; (b) coordinated globally with Region 1 + Region 3 in 14.5-14.8 GHz; (c) Region 2 has assignments in 17.3-17.8 GHz; (d) typically 27 MHz channels per BSS Plan. (7) Appendix 30B FSS Plans: (a) Plan for guaranteed equitable access to GSO orbit + spectrum in FSS bands 6/4 GHz (C-band 5.725-7.025 GHz / 3.4-4.2 GHz) + 14/11 GHz (Ku-band 14.0-14.8 / 10.7-11.7 GHz); (b) one allotment per administration per band + per orbital arc; (c) developing countries can defer or activate; (d) modified at WRC-15 + WRC-19 + WRC-23 to accommodate emerging requirements. (8) BSS Plans Modifications per Articles 4 of Appendices 30 + 30A: (a) administrations may modify their assignments + add new assignments per Section II of the Articles; (b) Plan Modifications coordinated with affected administrations + Bureau examination; (c) recorded in Plans Modifications List + Plans. (9) Region 1 BSS Plan + Appendix 30 + 30A: covers BSS Direct-to-Home in C/Ku bands + including individual + community reception. (10) Region 2 BSS Plan (Americas): per ITU-R recommendation BR.1296 + per FCC rules + per CITEL/PCC.II/Brazil/Mexico/Canada coordination. (11) Region 3 BSS Plan: covers Asia-Pacific + including Japan + Korea + China + India + ASEAN + Australia + New Zealand BSS. (12) Service Plans Implementation Status: (a) BSS Region 1 mostly used (e.g. EUTELSAT 5 West A + Hot Bird 13B + Astra 19.2 East + others); (b) BSS Region 3 used (BSat-3a + EchoStar 105 + ChinaSat 6E + others); (c) FSS Appendix 30B - many developing country allotments unused; (d) BIU pressure as constellation operators seek spectrum. Coordinates with ITU Radiocommunication Bureau (BR) Space Services Department + RRB + Article 4 of Appendices 30/30A/30B + Articles 9 + 11 Coordination/Notification + Resolution 156 ESIM + Resolution 35 NGSO + ETSI EN standards + national licensing authorities (FCC + Ofcom + ACMA + ARCEP + MIIT + others) + ICAO + IMO + IATA. ITU Earth Stations + Service Plans apply.
