Articles 9 + 11 + 12 of the ITU Radio Regulations establish the international procedure for coordinating + notifying + and registering frequency assignments to obtain international recognition and protection. (1) Article 9 Procedure for effecting coordination with or obtaining agreement of other administrations: (a) Article 9.1 - Advance Publication Information (API) - Administrations notify the Bureau of intended satellite networks + their assignment details by submission of API at least 2 years and not more than 7 years before bringing into use; (b) Article 9.6 + 9.7 - identifies satellite networks requiring coordination based on technical criteria including frequency overlap + orbital position similarity + service overlap; (c) Article 9.21 - identifies terrestrial assignments requiring coordination; (d) Coordination Request (CR) submitted with technical parameters following API publication in BR International Frequency Information Circular (BR IFIC); (e) Affected administrations have specified time periods to comment + request coordination + propose alternative parameters; (f) Coordination Procedure - bilateral negotiation between concerned administrations + technical analysis + agreement; (g) When agreement reached - Notification proceeds; when disagreement - Resolution 49 Due Diligence + RRB intervention. (2) Article 11 Notification and Recording of frequency assignments: (a) Article 11.1 - any frequency assignment proposed to be made by an administration shall be notified to the Bureau if its use is capable of causing harmful interference to other administration assignments; (b) Article 11.27-11.32 - examination of notices by the Bureau with respect to (i) conformity with Article 5 frequency allocations; (ii) compliance with coordination procedures of Article 9 + Article 14 + Appendices 30/30A/30B; (iii) probability of harmful interference based on technical criteria; (c) Article 11.41 - findings of favorable or unfavorable for recording in MIFR with international recognition; (d) Article 11.49 - bringing into use deadline 7 years from API publication for geostationary networks (with extensions per Resolution 49). (3) Article 12 International Frequency Registration: (a) Master International Frequency Register (MIFR) maintained by the Bureau; (b) recorded frequency assignments enjoy international recognition + protection from harmful interference; (c) recording date determines priority in case of mutual harmful interference; (d) MIFR includes frequency assignments to over 1.7 million terrestrial + 25,000 space station assignments globally; (e) freely searchable via SNS Online + BR IFIC + ITU-R database. (4) Article 13 Instructions to the Bureau: defines BR responsibilities including publication of BR IFIC bi-weekly + technical examination + assistance to administrations + database maintenance + meetings + reports to RRB. (5) Resolution 49 (Rev.WRC-23) Administrative Due Diligence: (a) administrations must provide due diligence information for satellite networks including (i) identity of operator + frequency manufacturer + spacecraft manufacturer + launch service provider + launch site + launch date; (ii) due diligence due 2 years after notification under Article 11; (b) failure to provide leads to suppression of frequency assignment; (c) prevents paper satellites - networks with no genuine implementation intent. (6) Bringing Into Use (BIU) per Article 11.44/44B/47: (a) a frequency assignment is brought into use when (i) it is operated to receive or transmit information; (ii) at the notified orbital location for at least 90 days within a 60-day window; (iii) for non-geostationary networks within 7 years from API; (b) BIU certification submitted to Bureau; (c) suspension permitted up to 3 years before requiring reactivation. (7) Cost Recovery per Council Decision 482: filing fees for satellite network filings at API + Coordination Request + Notification + amendment + cancellation stages. (8) BR International Frequency Information Circular (BR IFIC): published bi-weekly + contains all API + Coordination Requests + Notifications + Findings + RRB decisions + suspension notices + suppression notices + database updates. (9) Software Tools: SpaceCom + TerRaSys + GIBC SNS Online + IAP Information for Article 1 + SAM Spectrum Allocation Manager + LANG Software + SRS Space Radiocommunication Stations Database. Coordinates with RRB Radio Regulations Board (12 elected members per WRC + Decisions on rule application + interpretation) + RAG Radiocommunication Advisory Group + Appendix 30 BSS Plans + Appendix 30A BSS Feeder Links + Appendix 30B FSS Plans + Article 22 Space Service Protection + Article 23 Time Signal + WRC Final Acts.
